Croatia is a country located in southeastern Europe, known for its beautiful nature and rich history. The country's financial and economic sectors have been experiencing steady growth in recent years, with increasing foreign investment and improved infrastructure. The government has implemented several reforms to improve the business climate and attract foreign investment, which has helped to boost economic growth.

At present, regulatory authorities do not issue crypto licenses in Croatia, and there are no legislative acts that regulate various crypto-related activities. The National Bank of Croatia does not consider cryptocurrency as financial assets. However, the use of electronic money is not illegal in the country, and cryptocurrency exchanges are not prohibited. Therefore, crypto industry in Croatia is mostly unregulated but it is not illegal to engage in virtual asset activities or accept payments in the digital currency. Currently, there is a number of crypto exchanges that operate in Croatia. 

Even though Croatia has not implemented any specific crypto regulations, anti-money laundering regulations can be applied to virtual assets. These regulations, known as Cro-AMLA, cover two types of cryptocurrency entities:

  • providers that engage in exchange services between virtual currencies and fiat currency,
  • and custodian service providers or 'wallets'

While these regulations provide some protection to cryptocurrency investors, they do not cover all types of cryptocurrency enterprises, such as mining operations, which fall outside the scope of Croatia's AMLA legislation.
